Operators must submit a security plan to the police department covering staffing, parking, traffic control, employee background checks and evacuation routes (§ 18.120.160(J)).
A dispensary is capped at 5,000 square feet with 500 square feet of storage and cannot host cultivation or on-site consumption; a cultivation facility is capped at 5,000 square feet with 1,000 square feet of storage, limited to 12 plants per authorized patient, and must be grown in a locked, enclosed, non-visible structure (§ 18.120.160(K)-(L)). A facility that closes for more than 12 months, or loses its state license, has its zoning authorization voided as abandoned (§ 18.120.160(M)).
