Salinas, CA Cannabis Regulations: Buffer Zones (2026)

27 sets Salinas's cannabis location standards, adopted under Business and Professions Code Section 26054(b) as the city's own "different radius" in place of the state default. No commercial cannabis business may operate within one thousand feet of a school, college, or university, including charter and other nontraditional schools but excluding adult-only trade schools, or within one thousand feet of a park, daycare center, library, or publicly owned recreational facility. 27(c) bars the appellate body from granting an exception to it either. A second tier of sensitive uses, houses of worship, smoke shops and hookah lounges, businesses serving alcohol for on-site consumption, card rooms, firearm retailers, and other dispensaries, carries the same thousand-foot buffer, but the selection committee can approve a cultivation, delivery, manufacturing, or distribution business within it on findings that the article's intent is still met, and a denied applicant can appeal that decision.

The city also bars cannabis businesses from residential areas or adjacent to them if the police chief or community development director finds the location would create a nuisance or repeated police response. Distance is measured parcel line to parcel line, from the closest point of the cannabis business site to the closest point of the sensitive use, including parking and landscaping. A commercial cannabis business already operating on the article's effective date is grandfathered against the buffer, unless the city later finds it constitutes a nuisance, and an existing permit cannot be denied renewal solely because a new sensitive use later moved in nearby.
