Salinas, CA Cannabis Regulations: Dispensary Zoning (2026)

The Salinas Municipal Code regulates where commercial cannabis businesses, including dispensaries, may locate through Article VII, Division 6 of Chapter 5. 31 caps the total number of operating dispensary permits at five citywide at any one time, and a single permitted facility may sell both medicinal and adult-use products under that one permit. 27: no commercial cannabis business may operate within 1,000 feet of a school, college or university, a park, daycare center, library or publicly-owned recreational facility, a church or other house of worship, a smoke shop or hookah lounge, a location selling alcohol for on- or off-site consumption, a card room or retail firearms dealer, another dispensary, or any use whose proximity would create a public nuisance or repeated police response.

The 1,000-foot buffer from schools and parks is absolute: no appeal or exception may be granted for those two categories, while the selection committee may grant findings-based exceptions for the other listed uses. Distance is measured parcel line to parcel line unless the selection committee finds a different measuring point appropriate, and the city has adopted these buffers in place of the default radius set by California Business and Professions Code Section 26054(b). 27(d) additionally bars operation within, or adjacent to, a residential district if the chief of police or community development director finds the use would create a nuisance or negatively affect adjacent residential units. 27(e). Businesses operating lawfully before the article's effective date are grandfathered from the buffer limits unless later found to be a nuisance.
