Section 24-304(a)(1) sets three hard distance buffers that block a cannabis business location outright: 1,000 feet from a school, 500 feet from a residential treatment facility, and 500 feet from any attraction inside a public park regularly used or intended for use by minors, which the section specifically extends to playgrounds and athletic fields. These buffers apply before the city will even evaluate parking, ventilation, signage or security requirements found later in the same section. A narrower exception exists for lower-potency hemp edible retailers, which may operate as an accessory use to a business already holding a valid liquor or tobacco license under chapters 4 and 11, subject to a compatibility review that starts with the zoning administrator and can be escalated to the planning commission and city council if a question arises.

Section 24-305 carries the identical three buffers over to temporary cannabis events, adding that an event must also sit at least 100 feet from any lot line, cannot allow on-site consumption, must have security present, and requires an event organizer to apply for a permit at least 30 days before the event's first day. seven days a week, a ban on cannabis-themed exterior signage, and mandatory 24-hour security camera coverage retained for at least 90 days.
