Woodbury, MN Cannabis Regulations: Dispensary Zoning (2026)

Under Woodbury City Code Sec. 24-304, cannabis businesses and hemp businesses must clear three siting buffers before the zoning administrator will approve a location: 1,000 feet from any school, 500 feet from a residential treatment facility, and 500 feet from a public park attraction regularly used by minors, including playgrounds and athletic fields. Lower-potency hemp edible retailers cannot stand alone; Sec. 24-304(a)(2) permits them only as an accessory use to a business already holding a liquor or tobacco license under chapters 4 or 11, and only if the zoning administrator finds the use compatible, with disputes escalated to the planning commission and then the city council for a final call.

Beyond location, Sec. 24-304 loads on operational standards: parking ratios set by the zoning administrator to match comparable uses (subsection (b)); enhanced ventilation so cannabis or hemp odor cannot be detected off-site (subsection (c)); a signage ban on any cannabis flower, product, or hemp-derived imagery, including interior displays visible from outside (subsection (d)); shielded, non-neon lighting that stays on the parcel (subsection (e)); and a rule that all business activity happen indoors with no outdoor storage (subsection (g)). Security under subsection (i) requires locked vaults for product, staff-only access areas, and 24-hour surveillance cameras on every entrance, exit, and public space, with footage kept at least 90 days for the city.
