Beaumont, CA Cannabis Regulations: Dispensary Zoning (2026)

Chapter 5.62 of the Beaumont Municipal Code, adopted by Ordinance No. 1107 on May 21, 2019, prohibits commercial marijuana activity in the City of Beaumont, Riverside County, California. Section 5.62.010 states the Council's purpose as completely prohibiting commercial marijuana activity, whether medical or recreational, to the fullest extent permitted by law. Section 5.62.020 defines commercial marijuana activity to include cultivation, possession, manufacture, distribution, processing, storing, laboratory testing, packaging, labeling, transportation and sale of marijuana and marijuana products. Section 5.62.040 then bars any such business in all zones, so the City has no zoning district where a dispensary, manufacturer or testing lab can locate, and it refuses to issue any permit, license, entitlement or business license for one. Section 5.62.030 adds that commercial indoor cultivation is expressly prohibited in all zones.

Delivery is handled separately in Chapter 5.70. Section 5.70.020 allows delivery within the City only to the extent permissible under State law and in strict compliance with it, including holding a State license before operating, and says it does not permit any fixed storefront or non-storefront retail business to maintain a physical location in the City. Section 5.70.030 requires a City business license under Chapter 5.04 for delivery, a revocable privilege subject to suspension or revocation for any violation. Section 5.70.050 records the City Council's intent to prohibit all commercial marijuana activity, and provides that if State law lets a local jurisdiction completely prohibit delivery, Sections 5.70.020 and 5.70.030 become null and void.

Section 5.62.050 and Section 5.70.040 declare a violating condition a public nuisance that the City can abate under Chapter 8.32, alongside misdemeanor prosecution and administrative enforcement under Chapter 1.17.
