Section 5-3103 requires every state-licensed cannabis retail business and every hemp retail business selling lower-potency hemp edibles to register with the City Clerk before opening, and civil penalties apply for each separate sale made without a valid registration on file. Section 5-3104 conditions that registration on holding a valid Office of Cannabis Management license, paying the initial and first-year renewal fees, passing a preliminary compliance check against the City's zoning and performance standards, and staying current on property taxes. Section 5-3105 requires at least one unannounced age-verification compliance check every calendar year, using buyers between 17 and 20 years old under police or City supervision, with failures reported to the state Office of Cannabis Management.

Section 5-3107 requires a new registration application if a business wants to relocate anywhere else in the city, and Section 5-3109 lets the City suspend a registration for up to 30 days for a state law or ordinance violation or an immediate health and safety threat. Section 5-3110 caps the City at five registered cannabis retail businesses, though the cap lifts once Anoka County reaches one active registration for every 12,500 residents.
