Coon Rapids, MN Animal Ordinances: Veterinary Clinic Zoning (2026)

The Section 11-701.1 use table lists 'Veterinary clinic, animal hospital' as a permitted use in the (O) Office, (CC) Community Commercial, (GC) General Commercial and (RS) Regional Shopping districts, but not in the (NC) Neighborhood Commercial District. The permitted-use status comes with two conditions built into the table entry itself: the clinic cannot have outdoor animal runs, and noise from the operation cannot be audible outside the building or the specific lease space the clinic occupies. That is a stricter posture than the industrial district's use table in Section 11-801.1, which permits 'Animal hospitals, and kennels, duly licensed under Chapter 6-200' in the (I) Industrial District without the same no-outdoor-run and noise language, reflecting that industrial-zoned clinics sit further from residential and other commercial neighbors.

Because veterinary clinics qualify as permitted uses rather than conditional uses in the four eligible commercial and office districts, an operator does not need a conditional use permit hearing before the Planning Commission to open in one of those zones, but the clinic still must meet the applicable district's dimensional and development guideline standards under Section 11-701.2 through 11-705, including building design, facade materials and parking. A clinic that adds an outdoor exercise or boarding run, or whose barking is audible in a shared parking lot, would fall outside the permitted-use conditions and could be treated as an unpermitted use rather than a licensed veterinary clinic.
