Coon Rapids, MN Animal Ordinances: Pet Groomer Rules (2026)

The commercial use table in City Code Section 11-701.1 lists 'Pet grooming shops' as a permitted use across the (NC) Neighborhood Commercial, (CC) Community Commercial, (GC) General Commercial and (RS) Regional Shopping districts, while the use is not permitted in the (O) Office District. The permission carries two conditions written directly into the table row: no animal may be kept overnight or outside the premises, and no noise generated by the grooming operation may be audible outside the building or the specific bay the shop occupies.

Those conditions put pet groomers in the same regulatory posture as the veterinary clinics and animal hospitals listed a few lines below in the same table, both of which the City treats as retail-service uses rather than kennels. Because grooming shops sit in the 'Retail Sales and Service' portion of the use table under Section 11-701, an operator applying for a certificate of occupancy or a business license in one of the four eligible districts does not need a conditional use permit for the grooming use itself, but must still satisfy the district's development guidelines in Section 11-701.2, covering building design, facade materials and screening of mechanical equipment, along with any state licensing that applies to the business.

A shop that boards animals overnight or that lets barking or grooming noise carry into a shopping center's parking lot or adjoining tenant space is no longer operating within the permitted use and can be treated as a zoning violation rather than a licensed conditional use.
