Section 11-1204.1, Construction and Maintenance, governs the fences and walls covered by section 11-1204's definition of a fence as any non-vegetative freestanding structure that marks a boundary, acts as a barrier or enclosure, or obstructs vision. Subsection (1) requires every fence to be built in a professional, workmanlike manner and of materials suitable for its purpose, consistent with the applicable building code. Subsection (3) draws the bright line for prohibited materials: electric fencing, barbed wire, razor wire, and chain link lighter than 11 gauge are prohibited outright, citywide, regardless of the zoning district or yard location.

Subsection (2) adds a maintenance duty tied to Chapter 12: every fence must stay in good repair and cannot be allowed to fall into disrepair, and any fence that does is declared a nuisance; the side facing a neighboring property or street must be 'finished,' meaning framing, supports, or posts cannot show. Subsection (4) caps the height any fence can reach without a building permit at seven feet, and subsection (6) requires uniform material for any run of at least 30 feet, with a further rule that a fence under six feet tall cannot use boards, planks, or panels wider than 12 inches.

Temporary fencing is capped at 30 days under subsection (7) unless the City approves an extension in writing, and prohibited materials cannot be used even temporarily. Fences are also barred from drainage or utility easements where they would block runoff or utility work, and from site triangles at intersections under section 11-1204.2.
