Coon Rapids requires vehicles to be parked on an improved surface (asphalt, concrete, or pavers) in front and side yards under City Code Β§12-306 and Β§11-603. Rear-yard parking is allowed for current-registration, operable vehicles. Gravel, sand, and bare soil are prohibited as driveway surface except 3/4-inch fractured stone behind the front line of the garage. Outdoor vehicle repair is also a violation.
Coon Rapids regulates residential parking and driveway surface through Chapter 12 (Property Maintenance) and Chapter 11 (Zoning) of the City Code, hosted on Municode and the city's online code library. Key rules: (1) Improved surface in front/side yard β Β§12-306 prohibits parking on front and side yards except on an improved surface; Β§11-603.1(7)(i) and Β§11-603.2(7)(i) require all vehicles to be parked on an improved surface in the front and side yard (with limited exceptions for parcels along the Mississippi River); (2) Definition of improved surface β asphalt, concrete, pavers, or similar permanent, dust-free material; (3) Rear-yard parking β acceptable if the vehicle has current registration and is operable; junked or unregistered vehicles in any yard violate the property-maintenance code; (4) Driveway materials β gravel, sand, bare soil, or similar materials are prohibited for use as driveway, except that 3/4-inch fractured stone may be used as a surface material for that part of the driveway or parking area located behind the front line of the garage; (5) Outdoor repair prohibition β repairing or dismantling vehicles outside is a violation of the City Code; minor mechanical work on a personally owned vehicle is sometimes allowed inside a fully enclosed garage. Title 9 of the Code (Traffic and Transportation) covers on-street parking (24-72 hour limits, no parking 2-6 AM in posted areas, winter parking restrictions). Property Maintenance can be reached at 763-951-7200; Parking Enforcement is a separate division.
Property-maintenance violations are enforced by the Property Maintenance division (763-951-7200) under the administrative-citation process. A typical first notice gives 7-21 days to correct an unimproved-surface or junked-vehicle violation; uncorrected violations trigger citations with escalating fines (often $50-$200 first offense, higher for repeat or commercial-scale storage). Outdoor vehicle dismantling and inoperable-vehicle storage can result in immediate citations and vehicle impoundment.
