Section 9-103 makes on-street parking prohibited City-wide except where the code specifically allows it, and Section 9-108 lists the places drivers cannot stop, stand or park regardless of posted signs: on a sidewalk; in front of, or within five feet of, a public or private driveway other than the owner's own; within an intersection or a crosswalk; within 20 feet of a crosswalk at an intersection; within 30 feet of a stop sign, flashing beacon or traffic signal; within 10 feet of a fire hydrant or inside a marked fire lane; within 50 feet of a railroad crossing; within 20 feet of a fire station driveway, or within 75 feet of one on the opposite side of the street; alongside a street excavation that would block traffic; on a bridge, in a tunnel, or on any boulevard; and anywhere official no-stopping signs are posted.

Section 9-104 additionally requires vehicles parked in a roadway to sit parallel to the curb, headed with traffic, and within 12 inches of the curb or roadway edge unless another provision applies. Section 9-109 bars leaving less than 10 feet of roadway width open for traffic and blocking an alley driveway to abutting property. The City Engineer can also designate angle parking zones under Section 9-105, curb loading permits under Section 9-106, and additional no-parking zones for hazardous or congested spots up to 100 feet long under Section 9-115. Section 9-116 lets police remove a vehicle that is disabled, unattended and obstructing traffic, or illegally parked in a way that blocks snowplowing.
