Coon Rapids, MN Parking Rules: Overnight Parking (2026)

Section 9-122 imposes a flat seasonal overnight parking ban: no one may park or permit a vehicle to be parked on any public street in Coon Rapids between 2:00 a.m. and 6:00 a.m., every day from November 1 through April 1 of the following year, both dates included. Unlike the snow-triggered ban in Section 9-120, this restriction applies every night of the winter season whether or not it has snowed, giving Public Services a predictable overnight window to plow and maintain streets without cars in the way.

A vehicle left parked during the banned hours may be removed under Section 9-116, the same removal authority used for vehicles obstructing traffic or blocking snowplowing; officers who tow a vehicle under that section must try to notify the registered owner of the removal, the reason, and where the vehicle was taken, and if the owner cannot be identified the officer must report the removal in writing to the state vehicle registration authority and to the storage garage. The overnight ban runs alongside, but separately from, the 3-inch snowfall ban in Section 9-120 and the commercial-area odd/even parking restriction in Section 9-124, so a vehicle can be in violation of Section 9-122 on a clear, dry night in January even if no other winter parking rule is triggered.
