Coon Rapids, MN Parking Rules: Snow Removal Parking Rules (2026)

Section 9-120, the 'Snowbirds' rule, prohibits parking any vehicle within a block of any Coon Rapids public street when 3 inches or more of falling or blowing snow has accumulated at street level anywhere in that block within the preceding 24 hours; parking becomes legal again only once the entire block has been cleared curb to curb, or between shoulders on streets without curbs. Vehicles left in violation can be towed under Section 9-116, and a violation is a misdemeanor carrying a fine of up to $25.

Section 9-120(2) separately bars parking at any other time in a way that interferes with active City snow removal, and the City can remove such a vehicle at the owner's expense once it tags the car with a warning at least 24 hours ahead. Section 9-124 gives the Director of Public Services authority to post alternate-side signs in commercial and industrial areas: parking is barred on the odd-numbered side of the street on odd-numbered calendar days and on the even-numbered side on even-numbered days, a restriction that runs only for snow removal purposes and only between November 1 and April 1 each winter.

Both rules work alongside the separate seasonal overnight ban in Section 9-122, but the Section 9-120 snowfall trigger and the Section 9-124 odd/even schedule apply regardless of the time of night, whenever the posted or triggering conditions are met.
