Section 8-101(1) of Chapter 8-100, Nuisances, defines a "Junk, Inoperable, or Unlicensed Vehicle" broadly: any motor vehicle or trailer that is not operable, is partially dismantled, is used for selling parts or as a parts source for other vehicles, is kept for scrapping or salvage, lacks current registration, or is parked off an improved surface in a front or side yard. Three narrow carve-outs apply: an unlicensed vehicle for sale on an automobile sales lot, a registered collector, classic or street vehicle actively being restored, and a vehicle a resident is actively repairing inside a building, garage or accessory structure.

Section 8-105 then bans the condition outright: no person may cause, permit or maintain a junk, inoperable or unlicensed vehicle, and every vehicle stored outdoors that requires State registration, including ATVs, snowmobiles, boats, campers and UTVs, must display current registration and remain operable. The same standard is duplicated in the zoning code at Section 11-601.5, which separately prohibits parking, storing, repairing, dismantling, demolishing or abandoning junk vehicles on residential property and requires outdoor-stored vehicles to be fully operational with current registration. Because Section 8-102 classifies maintaining a nuisance condition as a violation the City can pursue several ways, Community Development's code enforcement staff can issue an administrative citation under Chapter 2-1100, order abatement under Chapter 8-1100, or refer the matter for a misdemeanor charge, whichever the circumstances call for.
