Blaine City Code Sec. 14-76 requires every dog over three months and every cat over 12 months of age to be vaccinated against rabies at intervals set by the state Board of Animal Health. Cats are included in Blaine's definitions of restraint, at-large, and private kennel (four or more of one type). Coon Rapids ended mandatory cat registration on January 1, 2023, but Sec. 6-112 still requires cats to be vaccinated against rabies, and cats count toward the four-pet multiple-pet-permit threshold. Free-roaming or nuisance cats can still be impounded, and owners are responsible for damage or nuisance their cats cause.
Failing to vaccinate a cat against rabies violates city code; Blaine violations are misdemeanors. Nuisance or at-large cats may be impounded, with reclaim and boarding fees owed by the owner.
