Oceanside adopted a cannabis storefront retail licensing program in August 2025, allowing up to four retail storefronts through a merit-based application process. Previously, only non-storefront (delivery) retail was permitted. Cannabis facilities require a city permit under Chapter 7, Article XIII.
Oceanside's cannabis regulations are in Chapter 7 (Business Regulation), Article XIII (Cannabis Facilities). The city permits cannabis manufacturing, distribution, testing, and non-storefront retail delivery operations with city licenses. In August 2025, the City Council approved an ordinance to allow up to four cannabis retail storefronts through a competitive merit-based licensing process. Retail storefronts must comply with zoning restrictions including minimum distance requirements from schools, parks, and other sensitive uses. Cannabis cultivation for commercial purposes is not permitted within city limits. All cannabis businesses require both a city cannabis facility permit and a state license from the California Department of Cannabis Control. Operating hours and security requirements are specified in the permit conditions. Cannabis consumption lounges are not currently permitted.
