Pico Rivera, CA Cannabis Regulations: Dispensary Zoning (2026)

Pico Rivera Municipal Code § 9.40.030, in Chapter 9.40 (Commercial Cannabis Activity Prohibition), is a flat citywide ban rather than a zoning map that channels cannabis businesses into particular districts. Subsection A prohibits commercial cannabis activities of all types in every zone, specific plan and overlay zone in the city, and bars the city from issuing any use permit, variance, building permit or other entitlement for a commercial cannabis use; no person may establish, operate or conduct such a business anywhere within city limits. Subsection B extends the ban to delivery: to the fullest extent state law allows, the city also prohibits cannabis delivery services from serving Pico Rivera customers, even when the delivering business is physically located outside the city, though the section carves out an exception for the use of public roads under Business and Professions Code § 26090 and for the activities described in § 26054(c) and (d).

Subsection C separately bans all outdoor cannabis cultivation, including outdoor cultivation for a qualified patient's or caregiver's own personal medical use, adult-use personal cultivation, or commercial purposes. The chapter does allow limited indoor personal cultivation under a city permit issued by the community and economic development director, per §§ 9.40.040 through 9.40.100, but any violation of the commercial ban itself is a misdemeanor under § 9.40.110, punishable under Chapter 1.20, and the city attorney may separately pursue civil injunctive relief and recover costs and attorney's fees.
