Schaumburg, IL Cannabis Regulations: Dispensary Zoning (2026)

Rather than a blanket opt-out, Schaumburg regulates cannabis through the special-uses chapter of its zoning code. 21(A) states the village 'prohibits the location of the all adult-use cannabis business establishments within the village boundaries, except as provided for in appendix A (Summary of Permitted and Special Uses),' the mechanism the Cannabis Regulation and Tax Act gives municipalities to restrict siting. Appendix A then carves the exception back open: subsection (C) caps adult-use dispensing organizations at five villagewide, and subsection (D) allows up to five more combined cultivation centers, craft growers, infusers, processors or transporters, each needing a special-use permit reviewed against a submission package covering site plans, floor plans, ventilation, waste disposal and a security plan the police chief must approve.

No adult-use establishment may sit within 1,500 feet of another one, and dispensaries may not locate within 1,000 feet of a preschool, elementary or secondary school, day care center or place of worship, measured lot line to lot line. 19, follow the same 1,500-foot and 1,000-foot buffers and additionally pay an annual public-safety impact fee that Ord. 19-107 initially set at $37,752, adjusted each January based on actual policing costs. Signage on any cannabis business cannot show a cannabis leaf, appeal to minors, or make health claims, and on-site consumption is banned in the building and its parking areas.
