Woodland, CA Cannabis Regulations: Dispensary Zoning (2026)

Section 17.84.120 imposes zoning-only restrictions on cannabis businesses that are already licensed by the State; it grants no independent legal authority to operate. The City Council may approve up to 10 total Conditional Use Permits for cannabis businesses overall, with sub-caps of six for manufacturing, distribution and testing combined and four for retailers, each application reviewed first by the Planning Commission and then decided by the Council against factors including community impact, overconcentration, and the applicant's operating history. Retail is confined to a named list of Corridor Mixed-Use zones (West Main, East, Kentucky, Armfield, Gateway, Flex), Community Commercial Mixed-Use, Neighborhood Mixed-Use and Regional Commercial-Flex; every other zone in the City is off-limits to cannabis retail.

Retailers must also clear a 600-foot buffer from K-12 schools, day care centers, youth centers and public parks under California Business and Professions Code § 26054(b), stay at least 500 feet from any other cannabis retailer, and cannot exceed two retailers within any 1,000-foot radius, though the Council can grant exceptions on findings tied to physical separation or blight revitalization. Cannabis cultivation is prohibited outright citywide, and any commercial cannabis use additionally needs a separate City cannabis business permit on top of the Conditional Use Permit and state license.
