Woodland, CA Parking Rules: EV Charging (2026)

Section 17.68.060 folds EV parking into the site's overall on-site parking count under § 17.68.030, so a project's EV total is calculated from its regular parking demand, not added on top. The table sets four tiers: 0 to 9 required spaces need no EV stations; 10 to 25 spaces need one; 26 to 50 spaces need two, whether the use is residential or nonresidential; and any lot with 51 or more required spaces must provide EV stations equal to 6% of the total. Subsection C sends the size of EV and EV-capable spaces to § 17.68.090, Parking Area Development and Design Standards, and specifies that the EV supply equipment itself cannot shrink the stall.

Subsection D requires at least one EV space with van-accessible dimensions under the California Building Code where accessible parking is required, and that space must be the first EV station built on the property, though its curb cannot carry accessible pavement markings. Subsection E layers on construction and equipment rules: charging construction must meet California Green Building Standards Code sections 5.106.5.3.1 and 5.106.5.3.2, the supply equipment (EVSE) must be Level 2 or higher, chargers must be listed and labeled by an approved testing agency, and the installation cannot conflict with existing infrastructure or create pedestrian or vehicular hazards, with any affected trees identified in advance.

Stations open to the public must be visible from the right-of-way, lit during nighttime business hours, and may carry a single nonilluminated identification sign up to four square feet and eight feet tall; each public station must post its voltage and amperage, hours of enforcement, usage fee, safety information, and a contact for reporting malfunctions.
