Woodland, CA Fence Regulations: Height Limits (2026)

Woodland Municipal Code § 17.64.030(D), Fence, Wall and Hedge Height and Placement, sets the baseline height standards that apply citywide unless a more restrictive specific plan, policy or condition of approval controls. Within a required front setback or along the front property line, solid fences, walls and hedges are capped at three feet six inches, though the Downtown zones and the RL, N-P and RLM residential zones allow open, at least 80% see-through, fencing up to five feet if it is set back five to ten feet from the sidewalk.

Along the street side, fences within five feet of the property line are limited to three feet six inches, rising to seven feet once the fence sits five feet or more from that line, unless the primary structure occupies the setback, in which case a seven-foot fence may run parallel to the street as an extension of the building façade. Behind the required front setback, fences, walls and hedges in the interior side and rear setback areas may reach seven feet. Where a fence sits atop a retaining wall built to address a grade change, § 17.64.030(D)(1) lets the Director allow a combined fence-and-wall height of up to eight feet measured from the retaining wall's midpoint.

In nonresidential zones, the Director can approve up to eight feet of additional fence height through a Tier 1 Development Review when needed for on-site safety or security, provided it stays outside the front setback and more than five feet from the street side line. All of these height rules yield to § 17.64.110's visibility standards at intersections and driveways.
