Woodland, CA Fence Regulations: Material Restrictions (2026)

Woodland Municipal Code § 17.64.030(F), Fence and Wall Materials and Design, lists the fencing materials the City bans outright and the ones it restricts by zone. Subsection F.7 prohibits barbed wire or electrified security fencing, razor or concertina wire, climb-proof spikes or other hazardous fencing, electrified fencing used for animal control, and improvised materials such as broken glass, nails, plywood, particle board, paper, plastic tarp or cloth, in all zones. A narrow exception in F.7.f lets the Zoning Administrator, through a Tier 3 Development Review, approve hazardous or electrified security fencing on sites in Employment zones, the CMU-Flex zone, or the Regional Commercial Flex zone east of Quality Circle, but only if it stays at least 100 feet from residential property or a facility with children present, sets back at least 75 feet from any segment of Main Street, sits atop a legally established five-to-eight-foot fence, meets California Civil Code § 835's warning-sign standards, and does not exceed eight feet within 80 feet of the front property line or 10 feet beyond that.

Separately, F.5 bars chain-link fencing outright in Residential and Downtown zones and bans it from any front or street-side setback, or anywhere visible from the street, a state highway, or an adjacent residential zone, though the Director can approve powder-coated chain link in the IG and IF zones. Plain, unfinished concrete block is likewise barred as fencing along arterials, collectors and in any residential zone under F.6, unless finished with stucco or a decorative cap.
