Section 10.08.140(B) sets a flat clock on trailer parking on residential streets: 'No person shall park any horse trailer, camp trailer, or boat trailer on any street in any residential neighborhood for a period exceeding 24 hours.' Subsection C defines which streets that covers, listing residential zones R-1, R-2, N-P, T and R-M by name; a trailer parked longer than 24 hours on a street carrying one of those zoning designations violates the section regardless of whether it blocks traffic. The same section's subsection A separately caps commercial-use vehicles over 10,000 pounds unladen on residential streets, exempting Vehicle Code-exempt vehicles and City on-call tow trucks designated under § 10.04.030, so a heavy horse or boat trailer that also qualifies as a commercial vehicle can be reached under either clause.
