Adults 21+ in Folsom may cultivate up to 6 cannabis plants indoors for personal use under California Proposition 64. Folsom Municipal Code bans outdoor cultivation entirely and imposes security, ventilation, and residency requirements on indoor grows.
Proposition 64 (Adult Use of Marijuana Act, 2016) legalized personal cannabis possession and cultivation statewide, allowing up to 6 plants per residence for adults 21+. Cities may not prohibit indoor personal cultivation but may regulate it. Folsom Municipal Code Β§17.102 (Cannabis Regulations) bans all outdoor cannabis cultivation; plants must be grown inside a fully enclosed, secure residential structure or accessory structure with a locking door. The grow space must be equipped with proper ventilation/odor control (carbon filters) so odor is not detectable at the property line, and lighting must comply with the California Electrical Code. Plants must not be visible from public right-of-way. Rental tenants need written landlord consent. Using butane honey oil or other volatile solvents to process cannabis at home is prohibited under Health & Safety Code Β§11379.6 and FMC cannabis regulations. Medical patients remain subject to the same 6-plant household limit unless a doctor's recommendation authorizes more under MAUCRSA.
Outdoor cultivation or exceeding 6 plants: administrative citation $500-$1,000 first offense; misdemeanor possible. Volatile manufacturing: felony under H&S Code Β§11379.6 (up to 7 years prison).
