California Proposition 64 (Adult Use of Marijuana Act, 2016) and Health and Safety Code section 11362.2 allow adults 21 and older to cultivate up to 6 living cannabis plants per residence for personal use. Local governments may reasonably regulate but not ban indoor personal cultivation. Galt Municipal Code follows this framework and generally requires indoor cultivation only: plants must be grown within a fully enclosed and secure private residence or accessory structure. Outdoor personal cultivation is prohibited or tightly restricted. Cultivation areas cannot be visible from public areas, must not emit odors that create a nuisance for neighbors, and must comply with all applicable building, electrical, and fire codes. Grow operations cannot use unsafe wiring, bypass utility meters, or present fire hazards. The plant limit is 6 mature plants per residence, regardless of how many adults live there.
