Medical marijuana patients may also cultivate under state Compassionate Use Act provisions.
The six-plant limit applies per residence regardless of the number of adults living there. Plants must not be visible from public areas and must be in a locked space if minors are present. Outdoor cultivation in open gardens is not permitted within city limits β plants must be in a greenhouse or enclosed structure. The city prohibits cultivation that creates a nuisance including odor, mold, or electrical hazards. Commercial cannabis cultivation requires a separate city permit under the cannabis business regulations.
Exceeding the six-plant limit or cultivating commercially without a permit can result in code enforcement action, administrative fines, and potential criminal charges under state law. Nuisance violations from odor or unsafe conditions can lead to abatement orders.
