Alameda requires anyone soliciting money, property or sales for a charitable or religious purpose within the city to first obtain a solicitation permit from the Central Permits Division, under Municipal Code Section 5-20. Mail- or phone-only appeals, a church's own congregation, closed donation boxes and fraternal groups soliciting only their own members are exempt.
