Miami Beach City Code Sec. 110-43 makes it every property owner's, agent's or tenant's duty to stop leaks on their own premises immediately and to promptly report to the public works department any leak found elsewhere. Willful waste or delay lets the department shut off water without notice until the cause is fixed.
