Miami Beach makes rodent control a legal duty of building owners and occupants, not just a nuisance complaint. Every foundation wall and exterior opening has to be built and kept rodentproof, and owners of multi-unit buildings must exterminate rodents and other pests throughout the building and its outside premises. Skipping that duty is enforced through the property maintenance code's special magistrate process.
