Canton Codified Ordinances § 111.04 sets out the process for reporting a code violation in the City of Canton, Ohio: a complaint goes to the Nuisance Inspector, a designated employee within the office of Council, who is authorized to investigate and mediate complaints, issue citations for offenses which are minor misdemeanors, and initiate and sign complaints for criminal prosecutions for offenses which are misdemeanors of the fourth degree or greater. That means a reported violation is not simply logged; the inspector actively investigates the site and first tries to mediate a fix with the property owner or resident before escalating to enforcement.

If mediation fails or the violation is serious, the inspector can issue a citation on the spot for a minor misdemeanor, covering everyday complaints such as parking on private property, weeds and litter, or vehicle storage in a residential district. For more serious or repeat violations, charged as a misdemeanor of the fourth degree or greater, the inspector instead signs a criminal complaint that moves the case into Canton Municipal Court rather than closing it with a citation. The position was established by Ord. 33-92, passed March 2, 1992, and Council can direct the inspector to take on additional enforcement duties beyond the chapters already listed in § 111.04.

Because the inspector sits within the office of Council rather than a separate code-enforcement department, complaints ultimately route through that office for investigation and follow-up.
