Aiken County requires a building permit before you construct, enlarge, alter, or move a structure, or change its utility service or meter, under Code of Ordinances Sec. 5-76. Property owners and contractors apply to the building official, who forwards a copy to the county tax assessor. Small accessory buildings, low fences, and other minor work are exempt.
