Unincorporated Carteret County requires a county health department permit before anyone organizes an outdoor festival, fair or concert of more than 1,000 people that charges admission. Carteret County Code § 11-47 defines that threshold as a 'mass gathering,' and § 11-66 makes holding one without a permit unlawful.
