Cayuga County exempts most fences from its building permit requirement, but a fence that encloses a swimming pool is not exempt and needs a building permit before it goes up.

Most retaining walls in Cayuga County can be built without a building permit, but the exemption drops away if the wall supports a surcharge load or is built to impound Class I, II or IIIA liquids, in which case a permit and engineering review are required.
