Skateboarding, roller-skating, roller-blading and riding a scooter, whether foot-powered or motorized, are banned on Cayuga County park property under § 206-11D. The activity becomes legal only in the specific area and during the specific hours the Parks and Trails Commission has designated for it, and only under whatever conditions the Commission attaches.

Cayuga County's Parks and Recreation Areas chapter prohibits open containers of alcohol in park parking lots, one of several drinking rules covering Emerson Park and other county recreation properties. The Recreation Commission may confiscate alcohol from anyone under 21 and, at its discretion, from any adult violating the section, and no one under 21 may drink on county park land at all.
