Cayuga County doesn't license garage sales outright, but its secondhand dealer law only exempts a 'garage sale' from licensing if it runs 96 hours or less and the same seller holds no more than three in any twelve-month period. Sales outside those limits can be treated as unlicensed secondhand dealing.
