Jackson County outlaws all begging on Parks and Recreation Commission property, not just aggressive solicitation. Chapter VIII, Section 4(I) makes it unlawful to beg in a public place from any passerby, either by words, gestures or by exhibiting a sign, anywhere the Commission administers park land, regardless of whether the request is polite or aggressive.
