Anyone doing commercial door-to-door solicitation in Roanoke County must first get a permit from the commissioner of the revenue under Roanoke County Code § 19-3, providing their name, address, ID and employer. Section 19-4 also bars all commercial or charitable solicitation, permitted or not, before 9:00 a.m. or after 9:00 p.m. countywide, outside the Roanoke and Salem city limits.
