Rockingham County requires a home business permit from the zoning administrator before running a business from a residence, under Zoning Ordinance Sec. 17-607. The business must stay incidental to the home, be run by a resident with no more than two outside employees, and fit within 30% of the home's floor area or 750 square feet of an accessory building.

Signage Rules

A home business sign in Rockingham County cannot exceed four square feet, with no dimension over thirty-six inches, under Zoning Ordinance Sec. 17-607(i). Signs also top out at five feet in height, must sit at least five feet back from every property line and road right-of-way, and window product displays aren't allowed.

(i)Signs shall be permitted and shall not exceed four (4) square feet with no dimension greater than thirty-six (36) inches. In all cases, signs shall not exceed five (5) feet in height and shall be set back at least five (5) feet from all property lines and road rights-of-way. No other signs shall be permitted. There shall be no window displays of products, goods, or commodities.

Customer Traffic Restrictions

Rockingham County caps a permitted home business at an average of two customer or vendor vehicle round trips per hour under Zoning Ordinance Sec. 17-607(f). A use that needs more than a low-volume commercial entrance from VDOT doesn't qualify as a home business at all under this standard.
