Parade Permits
Rockingham County requires a special entertainment permit from the board of supervisors before anyone stages an outdoor musical or entertainment festival in the unincorporated county. Applications go to the clerk of the board at least 30 days ahead, with plans for sanitation, medical care, parking, fire protection, lighting and noise control. Fire departments, rescue squads, agricultural fairs and all-student school events are exempt.
