Rockingham County makes it unlawful for a dog owner in an unincorporated town, village, subdivision or other densely populated area to let a dog bark in a way or with a frequency that annoys, disturbs, injures or endangers another person's health, safety or welfare. Animal control officers and deputy sheriffs decide case by case whether to warn or cite, and a violation is a Class 4 misdemeanor.
