Rockingham County makes it unlawful to throw, place, deposit or allow refuse to accumulate on highways, streams, parks, public property or private premises if it renders the location unclean, unsightly or unsafe. Sec. 14-2 also bars hauling garbage or trash on public highways in an open, uncovered vehicle unless it's in a covered container or bag.
