Grand Forks, ND Curfew Laws: Juvenile Curfew (2026)

Grand Forks City Code section 9-0218 sets the city's curfew at 11:00 p.m. for any child under sixteen years of age, prohibiting the child from remaining in or upon the streets, alleys, parks or public places after that hour unless the parent or guardian has given written consent, unless the child is accompanied by a parent, guardian, or another adult the parent or guardian has authorized. The second half of the ordinance reaches the adult side of the equation: any parent, guardian, or other person who has legal care and custody of a child under sixteen commits a separate violation by allowing or permitting that child to be on the streets, alleys, parks or public places during curfew hours contrary to the section.

The ordinance is enforced by the Grand Forks Police Department, which can stop and question a minor found in a public place after 11:00 p.m. and cite either the minor or the responsible adult, or both, depending on the circumstances of the encounter. Because the section sits among the noncriminal breaches of peace in Chapter IX, Article 2, the case is heard in Grand Forks Municipal Court rather than as a criminal matter, though a specific fixed fine applies rather than the article's general penalty ceiling.
