Grand Forks, ND Curfew Laws: Park Curfew (2026)

The Grand Forks Park District, a separate body from city government, sets its own park rules, printed as Appendix III of the Grand Forks City Code. Ordinance No. 1, section 1.5 fixes hours of operation: except for unusual and unforeseen emergencies, every park is open to the public daily from 6:00 a.m. to 11:00 p.m., with the opening and closing hours for each individual park posted on site. It is unlawful for anyone other than city personnel conducting city business to occupy or be present in a park during hours when it is not open to the public.

The executive director may also close any section or part of a park to the public at any time, temporarily or at regular or stated intervals, for reasons beyond the daily schedule. Enforcement runs through section 1.6: the Grand Forks Police Department is authorized to enter park district property and enforce all park board ordinances, city ordinances and state statutes there, and the Grand Forks Sheriff's Department and the University of North Dakota Police Department may also enforce park district ordinances. Park district employees and agents may enforce park district ordinances and non-moving traffic infractions on the same property.

Section 1.7 routes punishment through the municipal court: a criminal or noncriminal offense under the city code is punished under the city code as determined by the municipal court, while any violation of the park district ordinances themselves is punished under the maximum penalty set by North Dakota Century Code section 40-49-12 subsection 3, with the municipal court retaining jurisdiction over all park district ordinance violations.
