02 sets two curfew windows for anyone under 18. the following day, during which it is unlawful for a minor to remain in any public place or on the premises of any establishment in the city. on any day the minor's school is in session, targeting truancy alongside Education Code Section 48200. Parents and guardians who knowingly permit or, through insufficient control, allow a minor to violate either curfew are separately liable under subsection (c). 03 lists thirteen defenses, including being accompanied by a parent, guardian, or responsible adult; running an errand at a parent's direction without detour; traveling in interstate commerce; going to or from work without detour; responding to an emergency; standing on the sidewalk abutting the minor's own home or a non-complaining neighbor's home; being enrolled in an approved home-schooling program; attending a supervised school, religious, or civic recreational activity; having a valid off-campus lunch permit; traveling to a medical appointment without detour; exercising First Amendment rights; being emancipated; or being authorized to be absent under state law or school district policy. 03 exception applies. 07.
