Eagan, MN Curfew Laws: Park Curfew (2026)

Eagan City Code § 10.23, Subd. 2.A makes it unlawful for any person to remain in a city park or recreation area between 11:00 p.m. and 5:00 a.m. without a written permit from the council or park director, and the same curfew applies to privately owned vehicles left in park lots overnight. Any vehicle that remains past 11:00 p.m. without that written authorization is towed at the owner's expense, a cost recovered directly from the vehicle owner rather than assessed against the park. The curfew sits alongside a broader set of nighttime and conduct rules in the same subdivision: being under the influence of alcohol or a controlled substance, bringing wine, liquor or beer in kegs, barrels or case-lot quantities without a council or park director permit, using or selling a controlled substance, appearing nude or acting indecently, harassing visitors, swimming outside designated areas, and gambling are all separately unlawful in any Eagan park or recreation area at any hour.

A parade permit, special event permit, or vendor permit from the parks and recreation director can authorize activity that would otherwise be barred, and the same subdivision requires visitors to obey any reasonable order from a city employee, law enforcement officer, or other person the council or park director designates to give directions. Eagan's off-leash dog areas carry their own permit and supervision conditions layered on top of the general park rules, but the 11 p.m. to 5 a.m. curfew applies to every park visitor and vehicle without a separate carve-out for pet owners.
