Section 9-5-1, Riverwalk Park Regulations, dating to Ordinance 84-110 from August 1984, governs conduct in Naperville's signature downtown Riverwalk. Subsection 1 adopts, by reference, the 'Guidelines for Riverwalk Use' approved by City Council and kept on file with the City Clerk, folding that document's terms into the ordinance. every day of the week,' and separately states that 'no person shall remain in the Riverwalk Park when it is not open to the public,' making mere presence after closing, not just entry, a violation. The same Section layers on conduct rules that apply regardless of the hour: subsection 4 bars any team sport or game, from baseball to Frisbee throwing, at any time in the park, and subsection 5 separately bars damaging vegetation, removing natural materials, or hunting, molesting or killing wildlife anywhere in the park.
