B. Trespassing or Loitering in Public Parks Prohibited. No person shall enter on or remain on any public park or recreation facility, land, building, or improvement between the hours of 8:00 p.m. and 6:00 a.m. of the following day. This section shall be inapplicable during such time said park or facility is open to public use by order or direction of the City.

Full Breakdown

Two sections of the Paramount Municipal Code close the City's parks overnight. Section 9.04.270(B) is the fixed rule: no person can enter on or remain on any public park or recreation facility, land, building or improvement between 8:00 p.m. and 6:00 a.m. of the following day, and the rule is inapplicable during any time the park or facility is open to public use by order or direction of the City. Section 9.32.090 layers on posted hours. The Community Services and Recreation Director posts the hours of operation in one or more conspicuous locations at each park, and under subsection A no one other than an authorized City employee can enter, remain in, occupy or visit a park outside the posted hours, or outside alternative hours the City posts, unless an authorized City employee is present and on duty.

Under subsection B nobody can stay on park premises once an authorized City employee asks them to leave. The covered venues include Paramount Park, Progress Park, All-American Park, Spane Park, Dills Park, Salud Park, Garfield Park, Village Park, Meadows Park, Carosmith Park, Pequeno Park and the City Orange Splash Pad, plus other property that fits the park definition. Authorized City employees include a Los Angeles County Deputy Sheriff, a City Code Enforcement Officer or Community Service Officer, and designated Community Services and Recreation staff. A violation makes the person a trespasser ab initio, and a Deputy Sheriff can eject them under Section 9.32.050.

Section 9.32.260 lets the Director, the Police Chief or the Fire Chief close a park or part of it in an emergency. Skate park facilities have their own hours under Section 10.40.030: 7:00 a.m. until dusk, or as otherwise posted by the Director.

Violations & Fines

Remaining in a park outside posted hours is an infraction under Section 9.32.090(A), and refusing to leave when an authorized City employee asks is a misdemeanor under Section 9.32.090(B). Under Section 9.32.270, a willful violation, one left uncorrected after notice, or a repeat within two years is a misdemeanor with a fine of not more than $1,000.00 and/or imprisonment of not more than six months. Administrative citations under Chapter 1.08 are also available.
