Under Sanford City Code Sec. 62-62, the City Commission does not print fixed opening and closing hours into the Code; instead it sets hours for all city parks and facilities by adopting a resolution, and it may delegate that authority to the city manager for a particular park, facility or area. That structure lets Sanford change hours at specific parks without amending the ordinance itself. Two backstops give the hours-by-resolution scheme teeth. First, Sec. 62-62(c) lets the city manager close any park or facility outright, without notice-and-hearing delay, whenever an emergency or an imminent threat to public health, safety or welfare exists, covering storm damage, flooding along Lake Monroe, or a public-safety incident.

Second, Sec. 62-70 makes it 'prohibited and unlawful' to enter or remain in a city park or facility without a permit once it is closed, or after a person has been barred from the property, effectively criminalizing after-hours or post-closure presence. Adults who bring children into a park after hours remain responsible for them under Sec. 62-62(e). Violations of the parks article, including unlawful after-hours entry, are punishable under the Code's general penalty section, Sanford City Code Sec. 1-7, which sets a fine of up to $500.00, up to 60 days imprisonment, or both, with each day of a continuing violation charged as a separate offense.
