Chandler has not enacted a formal moratorium or numeric cap on data centers. Rather than pausing development, Ordinance No. 5033 routes every new data center through a Planned Area Development rezoning, giving the City Council case-by-case discretion to approve or deny. There is no time-limited moratorium and no hard numeric cap, but the effect is restrictive: without a PAD, a data center cannot operate, and the Council has voted down data center proposals facing neighborhood opposition. Existing data centers approved before the ordinance are not affected. Chandler's approach predates and differs from later data-center restriction efforts by neighboring Phoenix.
There is no moratorium to violate. A data center that proceeds without Planned Area Development approval is an unlawful use subject to Zoning Code enforcement by Development Services, including stop-work orders and permit denial.
